WIOA Title II – Adult Education and Family Literacy Act Program Services

The Montana Department of Labor & Industry (MTDLI), in compliance with the Workforce Innovation and Opportunity Act (WIOA), is seeking applications from experienced and qualified organizations to execute essential workforce development through the WIOA Title II - Adult Education and Family Literacy Program.

In doing so, the Department is seeking applicants who:

  • Implement service deliver strategies that align with the 406 JOBS initiative and America's Talent Strategy, including:
    • use of apprenticeship and pre-apprenticeship training models,
    • training in Industry Recognized Credentials,
    • employer engagement to ensure industry-driven strategies, and
    • outreach to hard to reach populations.
  • Coordinate with WIOA core partners.
  • Deliver strong performance outcomes with respect to employment, wages, credential attainment, and skill gains.

Submission of Application

MTDLI must receive applications no later than 11:59 p.m. (MST) on June 8, 2026. Late applications will not be accepted.

Pre-Submission Conference

An optional Pre-Submission Conference will be conducted on Teams from May 15, 2026, at 11:15-1:15 p.m. (MST). Offerors are encouraged to use this opportunity to ask clarifying questions, obtain a better understanding of the project, and to notify the Montana Department of Labor and Industry (MTDLI) of any ambiguities, inconsistencies, or errors discovered upon examination of this Competitive Grant Award process. All responses to questions during the Pre-Submission Conference will be oral and in no way binding on the MTDLI.

Questions and Answers

The MTDLI anticipates that potential Offerors will have questions as they review the Competitive Grant Award process and is committed to providing answers to the best of their ability, as well as publishing these questions and answers for all potential Offerors to review. The final day to submit questions is May 26, 2026, at 5:00 p.m. (MST). Questions received after that time will not receive a response. All questions and answers will be publicly posted online.
