Modernizing Montana's Workforce

On August 11, 2025, Governor Greg Gianforte announced the 406 JOBS initiative and signed Executive Order 5-2025 to implement the initiative. 406 JOBS is designed to modernize Montana’s workforce, ensuring that every Montanan has a pathway to a career and a plan to achieve it.

Workforce Goals

  • Ensure every Montanan has a clear and actionable career pathway
  • Reduce barriers for individuals who have exited the workforce
  • Increase labor force participation, quarter over quarter
  • Expand the number of Montanans earning a self-sufficient wage

Competitive Grant Award Opportunity Issued

The State of Montana Data and Operations Bureau (DO) of the Workforce Services Division (WSD) within Montana Department of Labor & Industry (MTDLI), is seeking subrecipients for the operation of the following:

WIOA Title I – Youth Program Services

Provides services to in-school youth ages 14-21, and out-of-school youth ages 16-24 that are intended to help youth focus on career pathways, longer-term academic and occupational learning opportunities, and provide long-term comprehensive service strategies.

WIOA Title I – Adult Program Services

Assists eligible adults seeking to enter or re-enter the workforce, improve occupational skills, or advance in their careers.

WIOA Title I – Dislocated Worker Program Services

Provide re-employment and training services to help those who have lost their jobs transition back into the workforce as quickly as possible.

WIOA Title II – Adult Education & Family Literacy Act Program Services

Provides academic assistance to individuals who need to improve basic skills, earn high school equivalency (through GED or HiSET testing), improve English language proficiency (ESL/ELA), and gain skills for postsecondary education/training and self-sustaining careers.

Purpose

The purpose of SWIB is to advise the Governor on statewide workforce development strategies that maximize the state’s education, training, and employment resources in support of economic development.
